Minutes for July 16, 2014 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
The meeting was called to order at 7:02 PM.

The Board is going to ask the Fire Chief to take a look at the bids, make sure everything is “apples to apples, and make a recommendation.  Sometime in the next couple of weeks the Board will make a final decision on that.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes July 9, 2014

  • Discussion held between 5:00 & 7:00 p.m.
The Board had a lively discussion in regards to the Solid Waste Ordinance.

Selectman Booker and Selectman Harmon had a discussion about the food cupboard that is over by the church.  Public Works went over and helped move some shelving and freezers for them.  Selectman Harmon said she knew that people from The Good Shepard are supposed to go there Friday to inspect the place.

Chief Grovo was in to talk with the Board about doing some interviews the first of August.  They talked about Pleasant Point Park and Selectman Emery said things seem to be going well there.  He said the progress they are making working with the Trustees, Public Works and the Police Department is paying off and we are having a good experience down there this year compared to some of the problems last year.  He said the Board wants people to be able to go there with their children and feel safe.  

The Board talked with the Police Chief about some cases that are going on within the department.  

The Board went into Executive Session at 6:30 PM pursuant to 1 M.R.S.A. §405 (6)(A) and came out of Executive Session at 6:37 PM.

After that the Board talked with the Chief about one more case and Chief Grovo talked to them about a mass gathering ordinance.  Selectman Booker said Chief Grovo also talked about exchange students and he was planning on coming in to give us more information on that.

  • Review of Projects and Issues
Selectman Burns reported that he talked with Fred Farnham on Monday following up on an issue they have been working on.  He mentioned meeting with a resident Monday night along with the rest of the Board and said other than that he has been working on mail.


Selectman Booker also attended the meeting Monday night with a resident.  She said the main thing this week has been coordinating with Public Works to go up and move shelves and freezers.  The food cupboard had someone else who was supposed to do it but they found out he was on vacation; so the Public Works crew stepped up and took care of it.  She said they did a nice job, they were there when they said they would be and worked in the rain and humidity to get the job done.  Selectman Booker said she appreciates their efforts in doing that.  She said otherwise she has been taking care of mail and doing normal activities.

Selectman Santolucito said he had an opportunity to go down to Pleasant Point Park on Saturday.  He said it was clean and neat, families were there with kids, a couple of people were fishing and he said what made him feel so good about it is the fact that the Trustees, Fred Farnham and Michael Robinson have done a lot of work down there; Chief Grovo has been doing more patrols and Public Works has been working also.  The combined efforts of Town resources and volunteers has really paid off he said which speaks highly of the level of input the community has.

Selectman Harmon was in last Friday and met with Marcus Ballou from MMA.  He comes once a year to review our insurance and has recommendations to make to us.  She thought they left on a very good note and said we are all good as far as the Board is concerned with our insurance through Maine Municipal.  

Selectman Harmon reviewed the Expense Report for 2015 that our AP clerk put together and said there were just a couple of changes.  She was not aware of it but found out that we are having a glitch with TRIO in that the 2015 report comes out with a 2014 date on it that our AP Clerk has to manually change each time.

She met with Claudine Emerson, Berry Memorial Librarian, today to go over planting of trees she will be purchasing to go in front of the library and some stump grinding that needs to be done.  The initial plan was to grind the stumps and put new trees in the same place.  Selectman Harmon brought up the point to consider how they want these trees to look ten years from now when they have grown much taller when CMP comes around to trim branches.  Claudine said that was a good thought and she is going to talk with O’Donal’s Nursery about pruning suggestions and meet with Public Works and getting suggestions from them to make sure they are put  in the right place to grow.  The trees will probably be planted before the end of this summer.   

Selectman Emery said he came in Monday and talked with Penny & Jean.  He mentioned the meeting with a resident who is interested in donating some property to the Town of Buxton.  He said the next day he talked to our attorney who is going to outline the procedure that we should follow to go forward.  Selectman Emery is going to go back to that individual’s home to talk about any concerns he may have and to see what the next step should be.  He said the Board is very excited about it but right now they are looking into the process to make sure it goes in the right direction.



  • Old Business
Demolition of old Town Garage –Selectman Emery is going to talk with an individual this week that Selectman Booker saw salvaging part of a building he was taking down which is what the Board is hoping can happen to this building.  Selectman Emery is going to talk with that person this week to get some ideas from him on this.

Davis Road in Chicopee –The Selectmen have the information they need together but the attorney they want to talk with is on vacation this week.  Selectman Burns said a letter has been sent from our Code Enforcement Officer to the owner regarding the road and conditions and telling him that no permits will be allowed until this is resolved so he said this is moving forward.

  • Other Business
Buxton Community Days will be held this Friday & Saturday, July 18 & 19.  The festival opens Friday night from 5:00-8:00 PM and the Firemen’s Softball Game starting at 6:00 PM.  Saturday morning the Lion’s Club Breakfast starts at 7:00 AM, followed by the Road Race at 8:00 and the Parade at 10:30.  There will be Fireworks at 9:30 Saturday night, sponsored by the Narragansett Number One Foundation. There will be a Blood Drive at Buxton Town Hall Tuesday, July 29, 2014 from 1:00 ~ 6:00 PM.  Please call the American Red Cross to schedule an appointment.
